History of PICPA International US in the USA, Canada, Australia, Europe & The Middle East


After PICPA California Chapter in San Francisco was formed in June 1998, its application for International Affiliated Chapter was approved by the Philippine Institute of Certified Public Accountants’ National Board on November 25, 1998 during their annual meeting in Cebu City, Philippines. After receiving the Certificate of Accreditation as the first International Affiliate in North America and the Western Hemisphere, it was incorporated in the State of California under the Mutual Benefit Corporation Law. On July 7, 1999, its incorporation application papers were approved and subsequently received its State and Federal Tax-Exempt Status as a Professional Association under the Internal Revenue Code Section 501 (c)(6).

Thereafter, since August, 2002 up to the present, through the efforts of the Officers and Executive Committee California of PICPA Chapter San Francisco Headquarters (SF HQ), new chapters were formed in most parts of California, and later on in other states of the USA, Canada, Australia and Europe. The first chapter formed by PICPA California SF HQ is Los Angeles Chapter, followed by San Diego, Orange County, and Ventura County, all in California. Other chapters formed in the US are: Washington DC Tri-State (Maryland /Virginia), New York Tri-State (New Jersey/Connecticut), Florida Tri-State (Georgia/Alabama), Las Vegas, North Carolina, Vancouver (Canada), Toronto (Canada), Sydney (Australia) and Italy (Europe). On July 28, 2003, PICPA National Office Philippines approved the creation of PICPA International, the link of all the international chapters of PICPA in the USA, Canada, Australia & Europe. Todate, the latest chapters formed are the Silicon Valley (San Jose/Santa Clara) Chapter and lately, the Eastern Los Angeles Chapter. The following chapters are in the process of formation: Western Los Angeles (CA); Central Valley (CA); Modesto (CA); Santa Cruz (CA); Sacramento (CA); Eastbay SF Bay Area CA); Chicago, IL; Hawaii; Seattle (WA); Texas; Maine-New England, and many others.

In September, 2004, PICPA International US, thru  the moral support of PICPA National Office, Philippines, started sponsoring the 1st PICPA Global Convention in Las Vegas, Nevada, together with the creation of PICPA Las Vegas Chapter. Delegates came from the USA, Canada, Australia, Europe, Middle East, Asia, and the Philippines. It was followed by the hugely successful “2nd PICPA Global Convention on September 18-22, 2007 hosted by PICPA New York/Tri State Chapter and co-hosted by PICPA Vancouver Canada held in New York City at the Sheraton Flushing Center Hotel. The also hugely successful 3rd PICPA Global convention hosted by PICPA Los Angeles and PICPA East LA was held in Los Angeles at the Hilton Glendale Hotel in Glendale, California in September 2009. The 4th PICPA Global Convention was held in Vancouver, Canada at the Marriot Vancouver Pinnacle Downtown Hotel on May 23-29, 2011 which was expected to be hugely successful as well. Its theme was : "Treading New Grounds in the Accounting Profession".

The goals and objectives of PICPA International US, among others, are :

PRIMARY Objectives:

(1.) To unite all Filipino CPAs residing abroad and in all foreign countries by organizing and creating more chapters in the USA, Canada, Australia, Europe & the Middle East;
(2.) To serve as the link among PICPA International chapters abroad/foreign countries (ie. USA, Canada, Australia, Europe & the Middle East with the PICPA National Office Philippines;
(3.) To serve as the “Liaison” between the Filipino CPAs abroad on matters relative to the petition filed for a proposed “Memorandum of Reciprocal Agreement” (MRA) with the United States International Qualification Appraisal Board (US-IQAB) between the Philippines and the United States;
(4.) To coordinate with the Philippine Government on matters pertaining to the establishment of a Mutual Recognition Agreement (MRA) with the US-/IQAB/NASBA/AICPA towards CPA Reciprocity under the US-IQAB Rules for eligibility to International Uniform Certified Public Accountant Qualification Examination (IQEX) Program covering 54 licensing jurisdictions, when the MRA between the US & the Philippines is finally approved.

SECONDARY Objectives:

(1.) To engage in the development, research and conduct of qualified programs for the Continuing Professional Education (CPE) of all Filipino CPA members of the international chapters;
(2.) To continue to work for funds needed for its charitable and educational activities and objectives;
(3.) To support PICPA National Office in its international projects for the benefit of the Filipino CPAs abroad and other foreign countries specifically on membership campaign and professional development (ie. membership reinstatement program; Sustaining Life Membership; CPE credits, etc.);
(4.) To help promote and uplift the academic standards of Philippine schools, colleges and universities which educate and train Filipino accountants to become CPAs and meet the US CPA requirements and be comparable thereto.
